Dear Hudspith,

You will by now have seen Jones' letter of 27th March to me about the harbour craft in Hong Kong. Jones puts forward various arguments why some claim should be made against Hong Kong for these craft, but suggests in his penultimate paragraph that the final decision as to whether any claim should be made is one for the Treasury to take; we agree with this view.

We have, as you know, included the question of the harbour craft in the list of items for discussion at the forthcoming financial conference with Follows, (our telegram No. 409 refers), and we do not think that any further discussion before the conference of the arguments for and against raising a claim would serve any useful purpose. You already have our views and the Governor's views on the matter (my letter of 27th January to Jones, copied to Russell Edmunds, refera). To these we would only add the point that it appears from Abercrombie's letter to me of 15th February that the Admiralty have already written off their very considerable share of the total of the craft concerned; and apparently never intended to raise any clam in respect of these craft. We hope, therefore, that you will be able to agree to the same procedure in the case of the Ministry of Transport and War office shares of the total.
